The blade is idle only after about 2 seconds with no combo, Zanshin, Annihilating Flash, or Finale hit, and no ink brand burst. The first flash-step parry still adds stance, but it does not refresh that 2 seconds. Any blade hit ends idle at once.
While idle, natural regen is ×2.25. An empty seat is about 6 per second. Idle is about 13.5. Only the regen that starts after a spend is doubled. The 2 vigor a combo hit already returns is unchanged. The ~0.8-second wait after a spend still applies.
